Punks are a members of the tanker vagrants in 2241.
Background
Alternatively a fairly handsome, cynical man wearing tattered clothing, the punks of San Francisco share world-weary cynicism and an anarchic approach to life. They inhabit the derelict tanker and try to eke out an existence as a commune of like-minded folk.

Behind the scenes
Male punk characters may occasionally make the comment "In fact, I'd rather die than give you control." This is a reference to the lyrics of the 1989 song "Head Like a Hole" by Nine Inch Nails; although their musical genre is more closely tied to industrial rock, they are also associated with punk culture, especially when the song was released and during Fallout 2's development in the 1990s.[1]
