Hopkins was the leader of Hopkins' Hooligans, a raider gang which operated prior to 2103.
Background
Hopkins led a small raider gang named Hopkins' Hooligans which included Beckett amongst its members following the Great War. Despite its small size, Hopkins' gang was successful enough to satisfy its members. However, Hopkins was eventually killed, and his gang disbanded following his death.[1]

Hopkins is mentioned only in Fallout 76, introduced in the Wastelanders update.
