Griffin was a pre-War inmate of the Eastern Regional Penitentiary in Appalachia and is a mentioned-only character in Fallout 76.
Background
Using the prison's decaying facilities to their advantage, Griffin and Carlo attempted to escape the penitentiary, but were killed before they could successfully reach the outside world. Their attempt at a jailbreak later influenced Warden Brennan's decision to outfit the inmates with prisoner collars.[1]
