Dom Pedro is an unseen character in Fallout. He considers The Ghoul to be an enemy.
Background
Dom Pedro is implied to be a leader or warlord in an area outside of New California, possibly in Mexico.[1] In Fallout TV series, Season 1, Episode 1: "The End", Honcho suggests that The Ghoul would be interested in the bounty on Siggi Wilzig because Wilzig is running to California, The Ghoul's origin. Dom Pedro caught the Ghoul and buried him alive in a cemetery in his fortress, with only an IV drip of RadAway. According to Honcho, Dom Pedro exhumed the Ghoul once per year just so he could cut off pieces of him before reburial.[2] The Ghoul was freed from his prison in Dom Pedro's fortress in 2296.

Behind the scenes
In the real world, Dom Pedro was a member of the Portuguese royal family. To escape a French invasion, the royal family fled to Brazil, where Pedro grew up, was appointed ruler of Brazil, and later declared Brazil's independence from Portugal, becoming known as Dom Pedro I, Emperor of Brazil.
