The Cyphers are a raider group active in Texas.
Background
The Cyphers hate all modern technology and, as such, are opposed to the Brotherhood of Steel. Miles Reese used to be one of the Cyphers, but was too reactionary even for their tastes.[1]
Appearances
The Cyphers were to appear only in the canceled Fallout: Brotherhood of Steel 2.
