V. Graham was a senior offical of the United Nations.
History
Graham was the UN Chief of Staff and a member of Secretary-General Nancy Gao's government.
Throughout the series
The Chief of Staff gave a briefing on ships passing through the ring gates and mentioned that the counts were suspected of low reporting suggesting some distrust of the OPA managing it. This provided Chrisjen Avasarala an opportunity to interject her suspicions that Marco Inaros was in fact a security threat and further consideration of the Hasami incident was in order. Secretary General Nancy Gao admonished Avasarala for not staying on task after Admiral Felix Delgado didn't fully support the assertions.[1]
Graham was present at the emergency liftoff of senior government and military officials on UN One during the Bombardment of Earth along with Secretary-General Gao. Graham advised Gao to go to Luna in order to protect her until more information was known. She rejected it. When Avasarala tried to contact him, he refused the connection. When Chef Casey brought his hand terminal and left in at the table next to Gao, Graham moved to remove the device but Gao stopped him. Gao finally took Avasarala's advice and had Graham retask the Watchtower and Sentinel satellites, having them cooperate to locate any inbound stealth composite coated asteroids. The shuttle was hit by the shockwave of the third impact in the Gulf of Bengal, crippling the aircraft and presumably killing him along with all officials and staff on board.[2]

- The name of thi scharacter is found on the video conference screen in "Churn".
- The same actor played the character, Admiral Franck, in season 4's "Oppressor". The cast credits for that episode do not specify a name, however the name was identified from the badge worn by the character.
