The Ice Witch (Real Name: Jessica Stuart) first and only appeared in the episode Dora's Ice Skating Spectacular. Where she took everybody's skates away because she only wanted the best skater's on the ice.

Jessica is a young witch with blonde hair tied in a high ponytail. She wears a long sleeve ice blue skating dress with white designs, a dark blue cape, ice blue crown with white snowflakes, dangly earrings and ice blue ice skates.

Personality
Jessica is a magical ice witch. At first, she was mean, unkind, selfish, spoiled and rude. Also, she is adapted to snowscape lands. She later becomes kind, friendly, polite, gentle and nice.
Trivia
- The character was voiced by former Disney Channel actress and MGM movie star Hilary Duff.
- Coincidentally, Duff previously played a witch in her first film role, Casper Meets Wendy, where she was cast as Wendy the Good Little Witch.
- She was the first young witch in the series.
