Agent Ruth Bat-Seraph is a Marvel Comics character who appears in Captain America: Brave New World, played by Shira Haas. She's an Israeli who was a former Black Widow, and now works as an aid to president Thaddeus Ross.

Role in the film
Ruth appears as a former black widow agent and a security advisor to Thaddeus Ross, when he becomes president of the United States in 2026. After Isaiah Bradley, while being mind controlled, attempts to assinate president Ross, Bat-Seraph takes on the case, where she learns Bradley has been mind controlled by Samuel Sterns as revenge for years of hatred towards the president. Ruth teams up with Joaquin Torres and Sam Wilson to uncover the truth. Together, they learn that Ross imprisoned Sterns years ago to serve is own desires. Ruth later releases Bradley from prison after the truth is revealed and Ross learns that Isiah was being framed by Sterns.
