Monarchs are the elite versions of Kite Shields.
It is popular for being the shield that gets four possible sockets at the lowest Strength requirement (not counting Paladin-specific shields). It is therefore the easiest shield for assembling complex four-Rune Rune Words. It is also the only non-class specific shield to have up to four sockets and have the lowest weight designation.
