Lore
When the Lord of Damnation notices his servitors working effectively together, he ensures they remain so. A shackled rider and mount are eternally conjoined, granting the resultant being the agility of two wills and the ability to deliver vicious dual strikes in flight.[1]
In-game
They can be found at the Halls of Punishment and the Citadel of the Damned in the Realm of Damnation.
They are also encountered in Westmarch during the "Opening the Helliquary" and "Dawn of Damnation" quests.
The rider-half is an emaciated Ashen Servitor, fused to another servitor which has been transformed into a large, bat-like creature. They attack from range; with the rider using a sonic attack, and the mount using fire breath.
