Oceania was a theme park created by Grant Walker.

Walker had the theme park constructed as his future vision of his own city, wanting to get rid of crime, hate and violence. In order to do so, he plans to have the rest of the outside world frozen with the help of Mr. Freeze by constructing a large freeze cannon. The plan was, however, thwarted when Freeze turned on him and overloaded the theme park's reactor, causing ice to emerge everywhere and blew the place up.
