The Kobra Leader was a high-ranking Kobra member.
History
The Kobra Leader was captured by the police. In order to get him free, Kobra captured Static and arranged a prisoner trade with the police. However, with the help of a Kobra member posing as a security guard, the Kobra Leader managed to escape. Planning to take out Static once and for all, he is foiled by Batman and young Static. As other Kobra members come to their leader's aid, young Static releases his older self from the stasis field he is being held in. Being much stronger than his younger self, Static easily takes out the remaining Kobra members and thus recaptures the Kobra Leader.
