Joey "the Snail" Martin was a small-time crook.
History
Martin was an old associate of Killer Croc, but he and Spider Conway ratted their boss out. At some later point in time, Martin destroyed a fence and was arrested by the Gotham Police for wanton destruction of private property. Killer Croc, disguised as Harvey Bullock, broke Joey out of confinement in an effort to discredit Bullock as revenge for Bullock arresting him. Killer Croc brought him to an underground cave, and tied him up next to Conway. Both were rescued by Batman, and Joey was returned to GCPD custody.
