Synopsis for "Negative, Part One"

A telephone conversation is shown between two obscured people; the first, in an attempt to gain recognition and influence in Central City, asks the second to "send a message" to The Flash.

In Central City, The Flash pursues a group of thieves known as the Road Reapers. Following his acquisition of the dangerous Negative Speed Force while fighting Eobard Thawne, Flash struggles to use his powers. He accidentally causes vast damage to a city street and lets the Reapers escape, leaving him to wonder if his powers are causing more harm than good.

Barry shows up at work, warily speaking with Forrest and Police Coroner Ramsey Rosso. Captain Singh holds a closed-door meeting in his office with Barry, fellow CSI Kristen, and Detectives Burns and Morrow. Singh reveals that evidence from dozens of cases has gone missing, and suspects that it has been stolen by a member of the CCPD. He asks them to quietly investigate the incident. Detective Morrow berates Barry for his ceaseless tardiness, and Singh comments that Barry has not been acting like a team player recently and suggests that he should get back on track in order to retain his job.

Barry exits CCPD, gravely upset and frustrated. His encounter with Thawne has left him wondering if his life as The Flash will forever solidify his life of solitude as Barry Allen. He wishes more than anything to speak with Iris. Suddenly the Road Reapers race past the police precinct. Barry's anger overwhelms his instinct to be cautious with his new powers, so he dons his costume and gives chase. Flash quickly immobilizes the Reapers only to realize that they were fleeing from Shrapnel, whom Flash has battled with in the past. After delivering the message that there is a new crime boss to be reckoned with in Central City, Shrapnel brutally murders the Road Reapers before Flash's eyes.

It is apparent at this point that Shrapnel was one of the people making the phone conversation at the beginning of the issue, but the identity of the other, Central City's newest crime boss, remains a mystery.
