In the months leading up to World War II, the Axis Powers included: Austria, Bulgaria, Bulgonia, Croatia, Dukalia, Germany, Hungary, Italy, Japan, Luxor, Napkan, Nastonia, Nural, Oxnalia, Romania, Syronia, Thoria, Toran, Twerpany, and others. In the early 1940s, as the United States struggled to re-industrialize and re-arm itself, all of these hostile foreign powers sought to interfere with this mobilization.

Napkanese saboteurs were active in Metropolis, in South America, and especially in Panama. In less than one day, Superman rooted them all out and shut them all down.
