Mantegua was a country in South America.
History
In the late 1940s, the Latin American republic of Mantegua was a small and thinly-settled country, of rolling pampas and wild majestic mountains, in which outlaw horsemen could rove and raid at will. This went on for years. A leader had emerged among these lawless men, calling himself El Papagayo, and he sought to take over the nation.
The government of Mantegua was on very friendly terms with the United States, so much so that when President Jose Camaran visited Gotham City, a ticker-tape parade was marched in his honor. Camaran's mission to Gotham was to enlist Batman to train a Manteguan version of himself, to counter the threat of El Papagayo. In this, he was partially successful, but ultimately the outlaw was brought down by Batman himself.
