The Madmen are a group of garishly-dressed, anarchic criminals, villains to the Blue Beetle and Batman Family.
History
Under the leadership and mind-control of Farley Fleeter, the Madmen originally operated in Opal City, where they were encountered by Ted Kord, the superhero known as Blue Beetle.[1]
In Gotham City, the Madmen attempted to rob the Federal Reserve but were stopped by former superhero Dick Grayson.[2] On Christmas Eve in Gotham, they fought against Robin,[3] and were later ambushed by Grayson—who had returned to his alias of "Nightwing"—and the Red Hood.[4]
A new incarnation of the Madmen was formed from the disgruntled household staff of Steve Dayton, formerly the superhero Mento. Led by Dayton's assistant Breuer, who adopted the identity and psychic helmet,[5] they sought revenge for poor treatment by their employer by bombing his yacht and the headquarters of Dayton Industries. Their crimes were investigated by the Teen Titans, with whom the Madmen clashed at Dayton Industries[6] and Dayton's manner, where, though regarded by the Titans as victims and treated with restraint, they were defeated.[5]
Years after their last run-in with Kord, Fleeter's Madmen fought Jaime Reyes, the new Blue Beetle, and his allies in Palmera City. They were prevented from escaping when they attempted to flee, though the untested heroes caused significant collateral damage in the process.[1]

- Madmen was created by Steve Ditko, first appearing in Blue Beetle (Volume 5) #3. However, in the Prime Earth continuity, Madmen first appeared as part of the New 52 DC Universe in Nightwing: Rebirth #1 by Tim Seeley and Yanick Paquette.
