At the onset of World War II, Luxen was a small European democracy.
History
In 1939, amid all the other blitzkriegs taking place across Europe, the dictatorship of Thoria invaded the democracy of Luxen, with tanks, and accomplished a "bloodless annexation". President Karl Palchek was arrested and imprisoned, and subjected to grueling interrogation. But Palchek escaped, and reached the United States, where he sought to raise money and troops. Two teams of Thorian assassins followed him to New York City, but they were thwarted by an American secret agent. Palchek then was lured back to Luxen by a Thorian ruse, and a third assassination attempt was foiled.
The Thorian occupiers held an election in Luxen, to ratify its annexation of the vassal state, but the plebiscite voted for independence.
