I only wanted to change things... any generation that survives this will know that the end wasn't my doing.
- — The High
Gen 13 (Volume 4) #21 is an issue of the series Gen 13 (Volume 4) with a cover date of October, 2008.
Synopsis for "Teenage Wasteland Part 1: Siege Perilous"
The High is fighting one of his clones in the skies above New York while down below, a Ratcatcher (whom the Gen 13 kids were just chasing) emerges from the back of a van which houses an Internal Operations teleporter. As the Ratcatcher continues to run away from the van, the Gen 13 gang stands at the opening of the teleporter. Bobby blocks the entrance as he watches the Ratcatcher run. As the others argue about what to do next, the High clone goes nuclear in the sky above incinerating the Ratcatcher and blinding Bobby as he pushes his friends further back into the portal. The van is caught up in the destruction and the teleporter automatically places the kids into a temporary storage buffer.
Six months pass and a lone and crazed Ratcatcher is surviving in an I.O. safe house. He rigs up some power (made up from the bio-fuel remains of a Dr. Cortman whom the Ratcatcher murdered before) and activates a teleporter in the safe house in order for him to escape his long confinement. The Gen 13 kids come through the teleporter. They are disoriented but recognize the man to be a Ratcatcher. He runs away and leaves the kids to wonder what happened. As they explore the safe house, the Ratcatcher returns in a Dreadnaught Battlesuit and engages the kids in a fight. In a cooperative effort, they defeat the Ratcatcher, sealing him inside the suit, and make their way to the surface where they discover a city with its streets entirely flooded. Freefall flies up to see where they are, and is shocked to see a devastated New York City.
