In Fusang, the economy is based on government-run mines.
History
In Europe in 1951, in Fusang, General Mirrano revolted against the tyrant, Trolo. The bandit Zorillo didn't trust either side, but had great respect for Blackhawk, who was fighting with the rebels. Zorillo came to Blackhawk's camp, and disclosed that Trolo had bribed Mirrano, and offered him a place in his administration, in exchange for ending the war.
Because the Blackhawks famously could not be bribed, Mirrano made plans to kill them during the night. The rebels' best force, the Mountain Regiment< was camped next to the Blackhawks, and their colonel was an old friend of Blackhawk's. The colonel told Blackhawk that they have been ordered to march away from this site at dawn. Together, Blackhawk and the Colonel, and their troops, went to see Mirrano about this. They caught him in a meeting with Trolo. However while the guards were being overpowered, Mirrano and Trolo escaped.
The next morning, the Blackhawks, the Mountain Regiment, and Zorillo's bandits arrived in the capital. Blackhawk asked the colonel to oversee the establishment of a provisional government, but he curtly insisted that he was a soldier, not a politician. Blackhawk addressed the citizens from the steps of the capitol, telling them of the need for a new government. Zorillo the bandit nominated Blackhawk as provisional president, and the people vociferously agreed.
Blackhawk went along with that, but tried to get Zorillo to stick around as an advisor, but Zorillo was already on his way out of town, insisting that he was still an outlaw, that it was now Blackhawk's job to try to capture him, if he could!

Blackhawk then drew up a pardon for Zorillo, and began work on a new constitution. His work was undermined by a conspiracy, led by Orpha, who spread rumors that Blackhawk had driven Mirrano off so he could seize power for himself. Mirrano returned and gathered an army, and sent an assassin after Blackhawk. This all proved futile, as Zorillo returned, by surprise and in force, leading an army of his own bandits, local peasants, and other country people against Mirrano. Mirrano and Orpha were captured alive.
Blackhawk took this opportunity, in front of this crowd, to announce Zorillo's pardon, and to nominate him to be president.
