The Echo Initiative is a subversive organization located in Washington, D.C. with possible ties to the United States government.
History
In 2008, one of their highly trained assassins, Palmer Cokes, went rogue when he was recruited into an impromptu "Shadow League" formed by the warrior woman Shado (who had been masquerading as Ra's al Ghul at the time).
