The Dummy is a Golden Age criminal mastermind and enemy to the Seven Soldiers of Victory. He resembles a ventriloquist's dummy. He has been a member of the Monster Society of Evil and the Injustice Society.
The Dummy was created by Mort Weisinger and George Papp, first appearing in Leading Comics #1 (1941).
