History

Down River was once an all-Jewish neighborhood that supported over 500 synagogues in 1915. Since then, crime has increased like it has in all of Gotham. Landlords sold their properties and kicked their tenants out, a problem exacerbated by Riddler's plans. City Hall refused to invest in the historic area, viewing it as another slum. Local heroine Whistle fought to preserve her home both as a student activist and as a superhero.^[1]
