History
In 1941, an Ambassador from Bolivinia attempted to visit the Governor of a northeastern state, but was kidnapped and impersonated instead. This was part of a local criminal plan to kidnap the state's Governor. The Ambassador was left tied up but unsupervised, and struggled his way to a telephone, thus was able to alert the local authorities.
Meanwhile at the Governor's Mansion, the Governor's guest, Lee Travis, spotted the impostor. Travis was secretly the Crimson Avenger, and he quickly subdued the kidnap gang, rescued the Governor, and in the process won an argument that Lee Travis had been having with him, about the laxness of his security.
