Cygwin includes openssh as an installable package. There are a few steps required to get it running as a daemon on Windows.
- Install the OpenSSH package
- Create an NT user to run ssh as
- Allow authentication as Windows users (authenticate to Windows' password system)
- Register openssh as a Windows service with cygrunsrv
- Start the service
