Tilly is Aura Chen's cousin. When Aura's grandmother decided to pass her the family heirloom, one of the four Wiccan Amulets to Tilly instead of Aura, the latter took matters into her own hands and stole it for herself. She mentioned that Tilly was a "wuss".
Tilly was only mentioned in the novel, Phoebe Who?.[1]
