Ruth Cobb was an evil witch who lived in colonial Virginia during the 17th century. To keep her cover, she served as commander of the village's witch hunters, using them to pick off the village's good witches. It appeared that most of the villagers didn't know that Ruth was a witch herself. One of the few who did appear to know, Micah, rode with the witch hunters to undo their work, only to be killed when he was exposed as a double agent.
History
Ruth was born in England and came to Virginia sometime around 1670. Not long after arriving in the New World, she somehow learned that a powerful witch was due to be born on All Hallow's Eve. Ruth decided to kidnap the baby's mother, Charlotte Warren, and raise the child as evil. Had she succeeded, evil magic would have ruled the New World forever. That child turned out to be Melinda Warren, founder of the Warren Line and the earliest witch ancestor of the Charmed Ones. She also held a party at her house in order to tap into the dark side of the Source of All Magic.
Seeing a chance to destroy the entire Warren/Halliwell line (or perhaps turn it evil), the Triad dispatched Cole Turner, also known as the demon Belthazor, to help Ruth. However, the Elders got wind of this as well, and helped Eva's coven bring the Charmed Ones through a time portal in order to rescue Charlotte and get her to a protective circle where Melinda could be born with good magic.
While still in custody of Charlotte, Cole told Ruth that he knows of her future, and informed her that her "ignorance would be her downfall".
Personality
Ruth was a greedy and evil woman who believed that those with power are superior to those without it. She had no problem helping the Witch Hunters capture good witches though, she herself was a witch. She practiced black magic and planned to raise and/or utilize Melinda Warren's powers.
