Paul was a neighbor of the Halliwells on Prescott Street.
History
Paul was one of the mortals influenced by the Woogyman after it possessed Phoebe Halliwell. He came out of the manor, under the control of the Woogyman and began throwing stuff at Joe, who complained to Darryl Morris about it. Paul repeatedly made excuses about Joe leaving garbage cans on his driveway.
