Hugo was a witch who became evil after being corrupted by the demon Vicus as a child. He grew up as a member of his collective and became his second-in-command. He wielded a pair of magical weapons called Energy Whips.
History
In 2005, Hugo assisted Vicus while he attempted to turn Wyatt Halliwell evil. While Vicus befriended the boy, Hugo and other members of the collective repeatedly attacked the manor to distract the Charmed Ones, losing many members in the process.
When Piper accidentally summoned an adult Wyatt from the future, Hugo and a few others attacked the attic so Vicus could finally curse Wyatt. Although Vicus was successful, Hugo and the others were vanquished by future Wyatt with a powerful energy wave.
Powers and Abilities

- Spell Casting: The ability to cast spells and perform rituals.
- Potion Brewing: The ability to make potions.
- Scrying: The ability to locate a being or object by use of a crystal, map, and sometimes other tools.
- Mediumship: The ability to see and commune with spirits of the dead.

- Fading: An energy based form of teleportation.
