Delilah was an evil witch who appeared in the novel Phoebe Who?. She and her coven of witches cast a powerful memory spell to erase Phoebe Halliwell's memory, then used her vulnerability to make her help them steal other witches' amulets. She had the powers of Telepathy, Mind Manipulation and Sleep Induction.
History
Delilah was a criminal who learned to pick locks in prison. After forming a coven with Aura and Terra, she broke into Halliwell Manor to steal two of Phoebe's photos. She also cast a cloaking spell on their house to avoid being detected by magical means.
On their second mission, the coven runs into Paige Matthews, who recognizes her sister, but with four witches against one, she has no choice but to retreat. On their next mission to steal a third amulet, all of their powers augmented to immense levels due to the amulets being in close proximity. Once all four amulets were gathered, Aura's coven went after Piper and Paige to destroy the Power of Three permanently. Piper and Paige, however, were able to restore Phoebe's memory and put a stop to Aura's evil plan. Delilah tried to attack a muse with her power, but she was immune due to being incorporeal, which would have eventually made Delilah collapse from exhaustion. Phoebe knocked her out before it did. She and her sisters then cast a spell to vanquish Aura and Delilah, while Terra fled.
Physical Appearance
Delilah was tall and muscular, a result of working out, and had ivory skin and black hair. She also had a tattoo on one of her ankles.
Powers and Abilities

- Spell Casting: The ability to cast spells and perform rituals.
- Potion Brewing: The ability to brew potions.
- Scrying: The ability to locate another being or object with the use of a map and a crystal.
- Mediumship: The ability to see and commune with spirits of the dead.
- Active Powers
- Telepathy: The ability to read people's minds.
- Mind Manipulation: The ability to manipulate the minds of others. Delilah's power was so weak in its natural state that it required the power of the amulets to make this feat possible.
- Sleep Induction: The ability to induce sleep in others.
