Shenlong was a species of storm dragons. One of them was summoned in San Francisco, and his attack caused the creation of the Supernatural Crisis Act.[1]
History
A Shenlong suddenly appeared from the sea leading a storm and tsunami against San Francisco. The Scoobies battled the dragon and defeated it, but not before it made several victims in the city.[2]
After it, this Shenlong was nowhere to be found, despite being searched by the military. As the latest recorded sighting of it had been in the late thirteenth century, and the mystic energy infusing the storm suggested a deliberate act, the Scoobies concluded the dragon had been waken up from wherever it had been hiding as an act of war.[1]
Despite its unknown origins at the time, the incident led a national crisis against supernatural beings (demons, witches, vampires, werewolves, etc.), and the United States Government created the Supernatural Crisis Act.[1]
However, the Shenlong had been summoned by Joanna Wise to enable the development of the Pandora Project.[3] While fighting against Buffy Summers, Joanna summoned the dragon again and began to absorb its magic. However, with the help of the Slayer, the Shenlong was able to devour Joanna before she could cause any more damage. The creature then disappeared in the sky.[4]
