Rinchen was a Republic City tax collector. He had a particular animus toward Tin Town in the Republic City underground, and worked hard to evict the community of outcasts and unhoused people.[1]
History
As a very strict tax collector, Rinchen largely kept his position by staying under the radar of higher-ups while keeping immediate superiors very pleased with his results. He also threatened those who would dare to complain about him.
In the mid 170s AG, Rinchen discovered that Tin Town had been leeching its power from Republic City. Although the energy use was minimal enough that only someone with Rinchen's keen eyes and diligence would notice it, the tax collector believed it was theft nonetheless. To punish them for their theft and secure a lucrative payday for himself, he started working to evict the people of Tin Town. He thought that coming down hard on the community would be one of his crowning achievements.[1]
Personality
Unlike many Republic City tax collectors who dealt with their job gracefully and tried to find creative ways to help people unable to pay their dues to the city, Rinchen took particular joy in squeezing money for people. He believed that many people were simply too lazy and too useless to pay. In his eyes, the city was full of people who were all happy to leech off the system while giving nothing in return. He saw himself as a bastion; someone who would protect the city at any cost.[1]
