Zhao was a commander of the Fire Nation, who commanded a Navy Vessel and wanted to capture the Avatar and kill the Moon Spirit in the Northern Water Tribe in order to make a name for himself. His goal was to become Fire Lord, attempting to sway Iroh to back his claim.[2]
Personality
Ruthless, bloodthirsty, and arrogant, Zhao would stop at nothing to achieve his goals. Unlike Ozai, who is a lot more pragmatic in dealing with opposition, Zhao had a more reckless and impulsive method of enforcing the will of the Fire Nation. Despite how much this mentality constantly backfired on him, Zhao was way too caught up in his ego to learn from his mistakes.[3]

Trivia
- Zhao's fate is changed in the Netflix version, being killed by Iroh when he attempts to strike Zuko rather than being banished to the Fog of Lost Souls by the Ocean Spirit as punishment for killing the Moon Spirit.
