"She wanted you two to have a better childhood than the one she'd had on Penquan. I know things didn't work out like she'd hoped, but seeing the men you've become, she'd be so proud." |
— Hai Jun to Mako and Bolin.[1] |
Naoki[3] was a firebender from Penquan Island who migrated to the United Republic of Nations to escape her home's repression and extremism.[1]
Naoki married San and had two sons with him, Mako and Bolin. She and her husband were killed after being mugged by a firebender from the Agni Kai Triad at the behest of Penquan Island's Sheriff Panzo.[2]
History
Naoki was her parents' only child. She was raised on Penquan Island, a rural backwater effectively ruled by Sheriff Panzo, who promoted a highly bigoted and authoritarian culture that harkened back to the Fire Nation's imperialist past. She was considered a "troublemaker" by Panzo, and regularly practiced firebending even though the sheriff had declared that women were not supposed to bend. Not long after her parents died, Hai Jun helped Naoki leave the island and move to Republic City.[1]
After Naoki got settled in the city, she was eager to help others like her. She would regularly find housing and jobs for fellow islanders whenever Hai Jun brought someone new to the city.[1]

She eventually fell in love with an Earth Kingdom migrant named San. The two eventually got married sometime before 152 AG. Naoki gave birth to two sons, Bolin and Mako.[2] She preferred not to talk about her upbringing with her children, but gave one of Penquan Island's signature worry stones to Bolin when he was young, to help him calm his nerves.[1]
Naoki continued to help islanders while raising her children, and regularly bragged about Mako and Bolin to Hai Jun. However, her actions alerted Panzo to where she was. Panzo eventually contacted an old friend in the Agni Kai Triad, and promised a large reward if Naoki was killed. In 160 AG, she and her husband were killed by a firebender mobster in an apparent random mugging, leaving their two sons orphaned.[1][4]
Legacy
Following her and her husband's death, Mako became the caretaker of himself and his younger brother. Her husband's family kept a photograph of her that had been sent to them years ago.[2]
In the mid-170s AG, Hai Jun was kidnapped by Panzo's men in Republic City after he had again tried to help fellow islanders escape their homes. Mako investigated the kidnapping and discovered a worry stone; recognizing the item as being similar to his own worry stone, Bolin helped Mako to infer that Hai Jun and the escapees were from their mother's home island. The brothers traveled to Penquan Island, and helped bring an end to Panzo's tyranny.[1]
