Donovan (died 2015) was a D.E.O. agent.

Death
After a massive earthquake on National City, the D.E.O. headquarters went on emergency situation with the risk of the alien convict Jemm releasing the other prisoners. He left with Alex Danvers in search of Hank Henshaw, and was promptly possessed by Jemm, after which he was killed.[1]
