Berlin was the capitol of Germany. It wasn't far from Potsdam, where Sebastian Schlencht-Wöhnert lived prior to the events of Army of Thieves. Sebastian traveled to the city to take part in a clandestine safecracking tournament after being invited anonymously by Gwendoline Starr, then headed to the city again to join her internationally-wanted heist crew.
