The Scrambler is a gadget used in Batman: Arkham Origins Multiplayer by Batman and Robin to hinder the progress of Bane and Joker's Henchmen.
Function
The gadget's primary usage was to disable the Enhanced Vision of henchmen when you are spotted by them. If placed on the padlock of a control point, it would also neutralize the control point in the Invisible Predator Online Mode, or activate certain control points in Hunter, Hunted Mode.
Once the gadget was used (in any way), you must wait for it to recharge to use it again. You gained 400XP for scrambling a control point.
